the odds of getting a perfect 20/20 sp are 4/101
Its how the RNG system works.
When an item is rolled, a 'random' integer is picked between 30 and 130 (inclusive, hence 101), divided by 100, and is then multiplied onto the base id.
The base id for blue mask is 15.
Inclusively, a 127, 128, 129, and 130 roll are all perfects 20 skill points.
The probability of that happening 5 times is 4/101 ^ 5.

Same for stardust, just a lower chance per roll.
The base is 7,
7 * 1.29 and 1.30 are the only way to get 10s.
hence, 2/101.
