   whenever i go into the wynncraft store and go through all the steps once im on paypal it wont allow me to use any cards i have, everytime i try a card with sufficient funds it gives me the message "card declined please try another" ive even tried making a paypal account and get the same result

   I'd go out on a limb and say this is a PayPal issue rather than an issue on Wynncraft Store's side.
   
   If you eliminate the likelihood of this being a PayPal issue (contact PayPal's support team first), contact Wynncraft Support at [email protected].
