Can't Enter The Decrepit Sewers

I'm currently trying to complete the "Sewers of Ragni" Quest, but I can't enter the sewers. I'm level 9 and have accepted the quest, but every time I try to enter it says "A bone chilling scream can be heard from the inside of the sewer..." and pushes me away from the sewer. Am I doing something wrong, or is it a glitch?

 

You don't go inside the sewers itself. Go to the right and you'll see a stone covered path up the side of the mountain. Go up there and wait for the quest NPC to come to you.
