Can You Get Negative Values In Pecentaged Damage?

Hello, so I have another question. Can you get a negative value in a percentage damage. Say you wear a Cancer with -135% spell damage. Would you be doing 0 spell damage then unless you add (somehow) 135% spell damage?

 

As far as I know, if you have over -100% of a stat, the stat will be negated. It's similar to how +100% doubles the raw value the percentage is assigned to. Cancer basically negates spell damage through the -135% stat, unless you use other items with positive spell damage percentages to bring the negative value closer to 0.

There may be a possibility that with some stats negative values do the opposite effects (such as negative poison healing enemies instead of hurting them). I don't have much knowledge with this since I try to stay away from negative stats as much as possible.
