Can Someone Confirm Me If % Hp Regen Is Broken?

    My friend was complaining about using Amulet of Rejuvenation (2000% health regen) and not getting healed. Then I checked it, and I had 243 raw health regen and over 100% percentage health regen, and I was healing exactly 243 health per regen tick. Also, with no health regen items (1 regen base) and holding a -109% health regen weapon, I still heal +1 health, just like when not holding it.
