Broken hunter's calling quest please help

So me and my friend just reached level 103 and started the hunter's calling quest line, but it seems to have broken for my friend. Essentially we had both together killed the 10 required citizens and gotten teleported back to the weird smoke guy. My dialog triggered and I was given the second hint, he wasn't. We first tried to just talk to the smoke, it didnt reply then we did /kill didn't work, then /hub and came back and it still did not work. We tried retracing our steps back to Ragni but he wasn't teleported back. Then we tried to proceed to the second hint just guessing his quest didnt update but he could still continue in the quest line. He couldn't and well I was teleported in and hes still at the excavation site.

He's using wyntills and no other mods and every other quest besides the weird santa one has been complete.

So is there any suggestions on how to fix this? Or could it even be possible for my friends quest to be reset? Please help as we'd love to finish the quest line of the game as we're so close to the end.

 

Your friend should be able to do the ragni section again by walking there
