Bracelet Won't Identify

I did the quest elemental exercise and I got the bracelet but every time i try to identify it it says, "I can not identify this item it has already been identified." but the bracelet itself is called Unidentified bracelet and it in the caption it says," The item's powers have been sealed, Take it to the identifier to unlock it's potential." How can I fix it.
