yes, the chance to find good blue mask is very small.
Since the blue mask has 5 IDs, it is very small chance to be every good IDs.
If you try to get perfect(100 sp) blue mask, that chance is:
(1/16)^5
=9.53674316e-7
≒9.54*(10^-7)
≒0.0000954% to get.
dun hurt me, I just wanted to do a math.

 

You should try to find out what the drop chance is, and then see how small the percentage actually is ;)
