Black Whistle Quest

So I'm on the Black Whistle quest, and Voer told me to go to the mountain and get 1 Black Whistle Leaf. So I went there, and I got one (Technically 2 for whatever reason) so I returned to Voer and he keeps telling me to get 1 Black Whistle leaf, but I have two. Am I missing something or is the game just glitching out on me?

 

Did you go through the small sub-area inside the hill? There are quests trigger there.

 

It wouldn't let me. Every time I tried to go in it set me back and the chat said "/" So I went around it and grabbed the leaf. Was I supposed to go in after I got the leaf?

 

You have to enter a cave in the side of the hill, or the quest won't update.

That's the cave exit, look for the enterance lower on the mountain.
