I would just say that people wouldn't want a rare like this bcuz dey dont
but it requires 45 Str at lvl 23...
thats not possible at its level
at most, its 44 str
also you should sell this to the item buyer :I

You can reach 45+ strength at that level easily. Armor and Accessories can give additional skill points. Otherwise it would be impossible to use items like Aquarius, Cancer, and most of the Mythics.
