All Roads to Peace quest bugged and i can't progress

So i had almost finished the new quest and at the stage after the fight with Arrai-Veretet in which you should receive the cease-fire agreement to bring to Captain Goruca but i simply didnt have it in my inventory and i need it to finish the quest. I even tried the /fixquests command and going back to the spot where you are supposed to get it but nothing worked and the npcs actually despawned. If you guys have any idea on how to solve this it would really help me, anyway waiting for a fix
