I think it may be an item that's glitched/broken since there are no stats on it. Probably something like the Test gear

 

Brutakuh is most likely right, I have this spear that never got updated ( http://prntscr.com/arc30l ) though yours is technically updated it must've gone through a glitch that made this happen. It's most likely worth nothing, sorry.
