Not really much to explain here, the title says it all, so let's just jump right into it! I will be starting from the lowest tier and working my way up.

    F Tier:

All of the powders. This is without a doubt the worst reward out of them all. 4 Time Fragments for a tier 3 powder is just crazy not worth it. To put that in comparison, that's enough for 4 rings, or 2 bracelets, or 2 necklaces. Only a masochist or a blind person would buy this.

    C Tier:

There is actually no D tier, because no rewards i'd consider bad, except for the powders of course.

    Intuition and Longevity
are the only ones i'd put in C tier, and they aren't even that bad, they're cheap and only give positive stats, however their stats are barely noticable, and the other bracelet and necklace costs the same, and are magnitudes better.

    B Tier:

All of the rings, Practice, Slainte
The rings are very cheap, costing only one time fragment, and giving a little boost in a single element, however, they are overshadowed by other accessories at that level. Practice is the melee counterpart of Intuition, and main attack neutral damage in general is more worth stacking than raw spell. Slainte is basically Witherhead's Talisman from Decrepit Sewers except it gives 100 health. Preety good.

    A Tier:

Tempo Ticker, Tempo Trident, Diminulation, Second Saver

You might be suprised to see two of the weapons in A tier, despite being very good generalist weapons, it can't be ignored that their stats don't make up for their bad damage compared to other legendaries for that level. Diminulation is overshadowed by the other leggings but is still okay if you really need a free stat boost. The low health and -25% melee damage of Second Saver outweighs the +1 tier attack speed. Mummy's Rag is way better if you can get past its negative walkspeed, and you don't have to grind for Mummy's Rag.

    S Tier:

Tempo Totem, Tempo Trebuchet, Advancement, Reversion, Seal Saver

Tempo Totem and Tempo Trebuchet are two weapons with average damage, and the exact same amazing stats as the weapons in A tier, which is why they're so good. Advancement and Reversion are two great helmets, preety simmilar in concept, both giving steal stats which are crazy good for that level, and average health. Seal Saver is a bit on the expensive side, costing 7 fragments, however that xp bonus and spell damage is awesome.

    S+ Tier:

Tempo Tanto, Hourslip, Dilation, Trouble Tamer

Tempo Tanto is a weapon with high damage, and again the same amazing stats, making it the best weapon. Hourslip gives 30% walkspeed with no reqs, do I even need to explain why that's busted.
Dilation increases defense and damage so much, that it can turn a noob into a killing machine. Remember how Mud from Lost Sanctuary was so insane that it was used in level 100 builds? Well imagine Mud but with no walkspeed penalty, that's Trouble Tamer. The reason Second Saver is A tier and not B is because it goes extremely well with Trouble Tamer.

Please comment your opinions on the items, i'd love to hear them! How should the powder problem be fixed? You answer that too! Here are a few suggestions:

Reduce the cost to 1 time fragment, this is the simplest solution.
Increase the tier to IV, increase price to 5 Time Fragments each.
Replace them altogether with some different items.
Remove them entirely so noobs don't make bad choices.

powders suck just like how the UR powders nobody grinded for
the easiest way to get powders is to lootrun corkus and kill avias, then do shrines and use runes to change the powders you got from lootrunning to clean powders to convert into any

Raid rewards now also drop tons of powders (some of them even V or VI), so it might be better

When I first saw the rewards, I thought to myself ''Ugh, early game items instead of emeralds. The only thing useful here for lategame is the powders''

But, now that you mention it, 1 powder a day is pretty bad
