A Bug And A Question

So I was doing Shattered Minds and I fell at pretty much full health (might have had like 100 hp missing), died, and wound up at the starting section.
My question is what is the max amount of damage a fall can do (cause I've heard it only takes a % of your health but if that caps at 99% or something that's kind of ridiculous).
