itembound doesnt change the look of skins, it changes the armour's look itself, thats why i think it would work and why i dont think mojang would...
Mojang doesnt seem to care about the itembound recourse pack, why would it care about a server using the same effect?
the problem with armor skins is that they lag and take time to load that can be really annoying in a boss fight where you want to switch...
