Why not just raise the unique and rare baseline very slightly, so they're more competitive?

I did actually have further problems with the quest. For example, the tedium of collecting 32 fuel.

Honestly, ~400k xp in 10 minutes unboosted (which is what was described) is far from broken. The spot was perfectly fine as-is.
