Because they either 1 have a lot more ban appeals 2 don't believe you deserve to be unbanned yet 3 don't believe you were honest, and thus don't think you should be unbanned... Or many other reasons. Ganny isn't the type of person (from what I've seen) to completely say no to something like that, for no reason.
