This might already be confirmed or just wrong but I had a thought. So when I first saw the Blue Cyclone plant spawning in Fruma I was like "Huh." But then but then but then! What if the reason it's in Gavel is because (for whatever reason) Gale was carrying seeds when she flew to Gavel. Just a thought.

Wait did she literally fly, or flew as in like fled.

Other than that, yeah I think so. I thinak Culpit said so on my post about Ragni Stella

According to the Book of Elven Herbology (from Death Whistle), the Blue Cyclone flowers were transplanted to Gavel in 825 AP from an "unknown region". The book doesn't say who brought them over. However, this does match with other allusions to Gale outside of Fruma, such as The Order of The Grook's Air class referring to an "old tale" about a woman crossing the sea before it was calmed.
So it's not expressly stated (at least from the evidence I know of) but is heavily implied.

But how did Gale cross, and why? Wasn't Ohms in Lusuco, not Gavel. And Gale's body is in Gavel so she'd have to have crossed their alive

I'm pretty sure she had her abilities while alive: she, before the age of 18, was in line for a Sovereign position. She might have had smaller blessing from Her Majesty, and was powerful enough to be considered.

If I were Gale, I wouldn't ignore the obvious and developed settlement visible right from my escape point in flavor of traveling directly north for no particular reason across a very difficult to traverse sea even if you don't have to actually sail it. She probably spent a substantial amount of time exploring Wynn before deciding to go further.

This does mean that she probably brought the Cyclone Blue seeds intentionally, for whatever reason, since if they just happened to catch on her clothes they'd have fallen off in that span and thus proliferated in Wynn instead of Gavel.

If Gale knew the Fruman Language (and, I should remind you, she has a translator for it), then she might believe that Wynn is a colony or Fruma by the Stela that is on the overlook she would visit.

...so, further reinforcing the idea that she explored Wynn first before flying off to Gavel?

I think the implication is that the only time Gale was in Wynn before heading off the Gavel was on that cliff overlooking Ragni.
That being said I'm not sure I entirely buy her mother (a sovereign) telling Gale nothing about Wynn, as unless the current status of Wynn is top secret information only the Queen and the sovereigns are privy to, why would a sovereign not tell their child, who they want to take their place, the basics of the outside world?

She may have believed that Wynn would turn her in to Fruma

Compartmentalize. Only give people what they need to know. A sovereign may need to know about Wynn. Those that do will be told. Those that don't, won't. A child, even one intended to take a particular sovereign's place, doesn't. If they give the child such information before they can be sure of the child's alliegence (i.e. before they have comitted themselves as a sovereign) who knows what may have ahppened. Perhaps, still in her formative years, she may have joined a revolution. Maybe she would have spread the knowledge to the people. When she's grown, you can trust her more to be able to logic, to reason. You can trust her not to give the information over to the rebels. May she be a double agent? Perhaps. But by the time you've finally chosen her as a sovereign you ought to have a high level of trsut in her, one that you don't have of someone you merely intend to make sovereign.
