Honestly pretty stuck for the past few days. I wanted to guess The Feathers Fly Part 1, but the fact that the starting NPC is referred to as "him" is making me think that's not the case.

So we need a quest that has
-Looney Tunes feel (ironically)
-Bird-Related
-Hint has something to do with the quest book and Starting NPC

Surely it can't be Cluck Cluck, right?

For anyone confused, Tweety is a canary and the starting NPC is named Daffyd (similar to Daffy Duck)
