Shaman/Skyseer Help Shaman lvl. 110, LF loot run build (No mythics) 21LE budget

Hello all, I am currently in search of a budget friendly (21LE) loot run build for a shaman!

This is a newer class build and was grinded to level 110, but, I am now facing some issues in late-game play. Specifically, I want to start focusing on loot runs and raids but my build feels rather lack-luster. I've searched high and low for fixes to this but seem to have run into an issue with a) having no mythics and b) money is quite tight.

So, with all that said, if anyone would be willing to clue me in on some decent builds that require no mythic and won't cost me an arm and a leg, that would be greatly appreciated!

Genuinely don't know what you can do for loot running, the 21 le is basically nothing, and shaman is atrocious for lootruns as far as I've heard. Try outer void and questing for emeralds? Otherwise you can always get carried in raids.
