Quest Stuck: Dwarves and Doguns Part 1

So I was doing the quest normally until it didn't let me access to the cave part, which is in stage 8 where it was suppose to let me enter the cave (alias the Coalition Base). Any solutions?

Maybe a quest reset, but I don't know how to do that either

Your current quest step says, "Exit the library." Checking the wiki, I assume the quest step when you were in the library must have bugged. Maybe try returning there and completing the tasks again? Perhaps you just have to talk to Axelus around there or something.
