Stave of Legends not giving me extra skill points

Im using this build:

as you can see its supposed to get me 20 str, dex, 85 int and 48 def but all of those are missing 8 points. Im pretty sure its because the stave of legends im using is not giving me the extra +8 skill points on str dex int and def but i dont know why its not, you can see that the modified by your gear stat is only +1 (from photon) when it should be +9.

While weapons do give you the effects of the additional skill points, they do not show up in the compass menu because they don't contribute to skill point reqs.

Thanks, that makes sense
