OMG, its that opne quest with... wait I'm coming up empty. There's the villager. Then you go through that weird crab cave where i got a depressing spear once, then to the short guy give him fish breathing helmet and then tresure. If the breathing hemlet II quest is undericeá is this quest called Underwater or something like that?

I had a mental list of a bunch of names it might be (including I think names of other quests). I guessed from that list, also factoring in Underice(á?).

Monarch feels like a huge Fruma red herring. Vassal? The Eye? There are (almost) no quests involving the eye. Bak'al? Don't think so. "Monarch of Crime" really just makes me think of Fruma... uh... monarchs... crimes... Ensemble of Hope (this is wrong I'm sure of it)

Wait a minute! There's that one really weird quest in N. Gavel with the slimes poisoning the water and so the farmer can't grow anything so you gotta kill the slime. And there's that one scammer dude. I want to say its in the city of Olux, what's it called?
Looking at the map, THERE IS TWO QUESTS INSIDE THE OLUX WALLS. The one at the entrance I remember is iron heart. The other one is right near that slimy water... Crop Failure. and there's crops so farming so yeah, Crop Failure?

 

Correct! Crop Failure and Corrupted Betrayal are the same level, hence why they're similar in a weird way.

Bastard Children 1 (Murder is Fun.) is in Gavel as well though.
