I have a better solution to the Great Sap Siphon.

    1. Fill B [A = 0, B = 7, C = 0]
    2. Move B to A [A = 7, B = 0, C = 0]
    3. Fill C [A = 7, B = 0, C = 5]
    4. Move C to A [A = 9, B = 0, C = 3] (C = 3 is done)
    5, Move A to B [A = 2, B = 7] (By alternating the same action we can repeatedly add 2 to A until we add 6 Directly to B repeating steps 5-8.)
    6. Empty B [A = 2, B = 0]
    7. Move A to B [A = 0, B = 2]
    8. Fill A [A = 9, B = 2]
    9. Move A to B [A = 4, B = 7]
    10. Empty B [A = 4, B = 0]
    11. Move A to B [A = 0, B = 4]
    12. Fill A [A = 9, B = 4]
    13. Move A to B [A = 6, B = 7]
    14. Empty B [A = 6, B = 0]
    15. Move A to B [A = 0, B = 6] (B = 6 is done)
    16. Fill A [A = 9] (Puzzle Complete)

I do not know if this is the most efficient, but given how long it took me to come up with this I suspect someone could write a program to brute force the optimal solution.
