Lost Soul 2 is not appearing?

The second lost soul never appeared. I unlocked it right after it was available and there were a bunch of people hanging around saying that it hasn't appeared yet, and when I came back later they were gone but still no soul. I've looked everywhere nearby, I think. I thought maybe checking it the next day would fix it, but nope. Is it bugged for me? Is it somewhere different than I remember?

This is a very widespread issue, but strangely, there are some people who aren't experiencing it.

 

Day 4 and I still can't find any of them beyond the first. A friend of mine can't see a single one, despite having the spirit clues activated. I've encountered a few people with the same issue by asking around Detlas. At first I thought it may be an instance or client-side problem, but with how many people are dealing with it, it's more likely a server-side issue. Restarting and relogging didn't fix it for me.
I'm not sure if submitting an issue claim would be effective, but maybe give it a shot anyway?
