With tooltips on wynntils i can see a percentage net to the stats of my items (Check image). What do they mean? Are my items not doing what they say they are?
    Thanks :)

If an item stat has a percentage next to it, that means it has a range of possible values. The percentage indicates how close it is to its ideal value. The impact of negative stats (like Health Regen in the example) is reduced the closer to 100% you are, and the impact of positive stats (i.e. Walk Speed) increase the closer to 100% they are.

The numbers are determined when identifying an item, and you can reroll the item's stats by putting it back into an Identifier and rolling again, but it costs exponentially more the more you reroll. You can see the full possible range of values by holding down your crouch key while hovering over the item in your inventory.

I hope I've answered your question to your satisfaction!

The percent(ages) at the bottom is how good the id is out of the maximum for that weapon

The percent at the top next to the weapon’s name is just the average of each id’s percent
