What are the qualifications necessary to post a bug report?

I logged on today after the patch and decided to Queue TNA. To my surprise, upon joining the raid party, I had entered the lead up room to the boss. The party entered the boss room, killed the boss, and collected our rewards as usual; however, we only received rewards for the boss room, nothing else. I tried to queue again, and the exact same thing happened. Given this, I went to file a bug report, but when I checked the thread, I was told I had insufficient to reply.

Due to this, I wanted to ask what the qualifications necessary to make a bug report were, especially since Wynncraft bans those who do not report exploitable bugs.

 

We're aware of that issue, there's no need to report it
