Archer/Hunter Thunderbolt VS. Deadeye?

Hello, just got back into the game recently and I'm having trouble deciding which one is better, I see everywhere that people say Deadeye is better but I don't see how, about 500 less DPS unless I'm missing something. I understand Deadeye has Hawkeye but does it make it that much better and does it work with Phantom ray? I'm currently level 46.

 

The major ID does not work with phantom ray. So just going off of stats I imagine theyd perform similarly, thunderbolt has more base dps and a bit of damage and deadeye has +30 dex.

The reason people say deadeye is so strong might be that it was much stronger before 2.0 but is much more fair now (it condenses non phantom ray arrow storm into one ray that deals less damage but is faster, so effectively you spend more mana in exchange for being able to hit better)
