in terms of strength, qira has literally beaten up DR legendary.
Qira is a funloving being who wants to train adventurers, and loves to play Go with sensei miyagi
Herbert is annoying

 

Qira's more interesting and developed in literally every way, so this isn't a contest. Herbert's an egotistical capitalist robot-builder who's probably publically breaking Corkian law*.

*"Desperate Metal" states that after the Factory's failure, robotics was banned. Nonetheless, Corkians still seem to be building plentiful robots, as implied by Legendary Island having an active PR campaign and The Feathers Fly. A possible interpretation would be that it's theoretically against the law, but the law isn't really being enforced at all. Still would make you wonder if people are presenting robots directly to the Council.

 

Dr legendary makes more money= better 100%

 

Personally my money's on Doctor Legendary he has a cool arm cannon that the spider lady is no match for

 

Qira has great boss music, Herbert has no such music

 

Qira has canonically beaten up Dr. Legendary and is extremely powerful. In terms of power, Qira easily wins. Herbert just has his fancy machines.
