Ragnar confirmed?

I just logged on after some time to check out the Festival of the Heroes, and I noticed there is an NPC in Detlas who mentions Ragnar; this surely wasn't there last time I logged on, idk if it was added along with the Festival or it was already noticed before, anyways could this mean they'll be actually adding Ragnar?

 

If its the Detlas citizen by the west gate then that's always been there. Ragnar is pretty much unimplemented content afaik though there could be plans for him so I can't say for certain.

Oh my god, how did I not know that lol. I was pretty sure I talked to all of Detlas citizens before the festival

Ok nvm I lied it turns out that Svin in the Detlas bank during FotH has dialogue about ragnar if you ask him what heroes are being celebrated there
