All I can figure out is making a 9x4 table but the english alphabet is only 26 characters, which would make the last row all empty.
Does anyone have any other ideas?

i saw this in a book and always wanted to use it

 

Aaargh, all I can think of is subtitution ciphers.
when you use a 9x4 table like this:
A B C D E F G H I
J K L M N O P Q R
S T U V W X Y Z ?
? ? ? ? ? ? ? ? ?

and intrepret the numbers as coordinations like this:
X X X X X
Y Y Y Y Y

cipher ==9x4=> IMLYLUBW?LCLBHMIBVH?

that by itself doesn't lead anywhere, all I can guess is doing substitution cipher may lead the text somewhere.

The tip I will ask: Does the cipher need a key?

I have noticed the bottom row never goes past 4

idk if its relevant but the bottom row is also never greater than the top row
