im having the same issue

 

You used to be able to /class or reload the area to get him to spawn when this thread was originally made, but as of the latest patch the quest indeed broke! QA is aware of the issue, don’t worry, but it’ll seemingly not be possible to fix until after the festival has ended, so just hang tight until a fix is pushed.

 

Well the event seems to be during until next monday so idk but seems like we hare going to hang on for a while
