I think you'll find any build that you make when you're level 45 will become quickly outdated. Progression early game (lvl 1-70~) is much faster than late game (lvl 70+). I would suggest you wear your highest level legendary gear and, if you want, grind Ice Barrows for the armor sold at their dungeon merchant.

 

ice barrows is too haaaard, I have skill issue and am bad so i cant do ice barrows because of ****** ilusory spectres

 

Don't kill the illusory spectres, just ignore them
They're supposed to be more or less too tanky to kill at level
