Glitch in quest Acquiring Credentials

I am at the table where the airship commanders and waiter should be but they are not there. The gate to the airships is open but when I try to go through it I get stun locked and Doan says that I should not leave the area yet. The only way I can leave is by typing /kill. I would like to complete the acquiring credentials quest so I can go on the airships and complete other quests that require that one to be completed. What should I do?

Is there a way to reset the quest?
