I recruited my friend and we should be getting +30% exp while in a party together, but it doesn't seem to work. I only get the exp bonus from the guild and not from the party

Guilds don't give xp bonuses. Only guild xp bonuses. That extra number is the amount of xp that you're donating to the guild.
As long as you join a guild that actively wars, you'll be good. The only ways to make your player stronger off of being in a guild are by obtaining a guild tome to equip, and by warring to unlock one of the gathering xp tome slots.

    ah I see
but in this case the OP is in a low level guild with no territories.
    so it's still not applicable
