Accidentally Lost Staff of True Ice, How Do I Get It Back?

I threw away the Staff of True Ice a while ago after being unable to complete Dwarves and Doguns Part IV due to bugs with Garaheth. A few weeks ago, I realized it was necessary to complete the (hopefully now bug-free) quest, and tried to get it back through /fixquests, but found I couldn't retrieve it. The wiki says it's a quest item that's a quest reward from the previous quest in the chain that I completed.

How do I get the item back? I can't redo the previous quest for obvious reasons. Should I just beg a mod/admin to give me the quest item?
