Greed not always working

I'm using jingling jester, but when I pick up emeralds (all dropped either from mobs dying or from stealing) I don't always get healed, does anyone know why?
And it doesn't seem like there's a cooldown or something like that because sometimes I'll get healed multiple times in a row and sometimes I won't get healed at all from picking up multiple emeralds

 

could just be janky coding tbh, I had the same problem
