hunted mode confusion

    so like I completed a hunter's calling on a character already, and I can create new characters that are in hunted permanently. however I was planning to grind some professions on another build (lv 60) that I've had before I finished the quest, but the game does not allow me to go in hunted mode on that slot.

    is this a bug? am I doing something wrong? I'm pretty sure it's meant to work on preexisting characters.
