    I'm a returning player ( Haven't played in a few months ) and just started a new character, and I've been leveling up some gathering skills as a way to not progress too quickly but I've noticed that I sometimes get refining enhancing perks when I level up, not sure if its intentional and I couldn't find any evidence to support nor deny whether this was an intentional feature or an over-sighted mistake on the part of the devs...
    Please send help and support...

    im pretty sure it means that you have a higher chance of actually getting the resource instead of losing it (which is a thing)
