it's used in builds relying on mana steal
mana steal procs more easily with a super slow attack speed, so you use -attack tier items to reach that
this item was used especially in pre2.0 spellsteal assassin and divzer
spellsteal was basically you vanish in, spend like most of your mana on spell cycling, then hit the opponent and vanish out
and then divzer is basically you cast like some spells, then hit the enemy once and get all your mana back

 

in this way would 0% attack speed ID and 100% other IDs be the “real” perfect

 

yes. unless you're going for a specific attack speed, like lightbenders who go for slow attack speed only.
