Questions about some mythic boots' usage

Some of mythic boots have obvious target, like (if i dont misunderstand) Slayer for tierstack and Stardew for spellspam.
But others are confusing. Revenant has high raw melee but also highly negative melee%. Moontower gives nothing but some SP and speed. Resurgence gives high MR but hurts spell damage.
And they sell higher on trade market than other mythic boots.
How are they used? Are they designed to have side effects or it's just I misunderstood it?

 

Here's a list of what I think every mythic boot is supposed to be used (can be used in other ways too):
Warchief: tstack
Revenant: rawstack
Stardew: spellsteal (?) or just spell
Slayer: fast hybrid
Resurgence: gives lots of sustain in mana and hp
Boreal: health regen
Crusade Sabatons: tank
Dawnbreak: hmelee/spellsteal
Galleon: poison (?) or just well rounded
Moontower: skill points

 

lootrunning staple, also used in acam (common air build template)
in both cases it's used bc it fits high sp reqs on mythic weapons and frees up slots for other important items

 

stardew is great in spell builds
and I've seen galleon used in some spell builds before

 

describing moontower as giving "some" sp is a bit strange since the item has 95 positive skillpoints - even if you factor in the negative sp it's still a net of 85 points for ewa or twa builds

revenant's intended use is rawstack/fast hybrid as mentioned above, and in those types of builds main attack % doesn't matter because it only affects the base melee damage of your weapon. resu's strength is being a mana & health sustain powerhouse, so you can dedicate your other slots to damage items
