Useless for overall gameplay, can be used for few cases
(PvP, ability tree bonus, afk grin- etc)

They're not useless but their effect is more of a bonus on the piece of equipment instead of something you'd build around.
...PvP on the other hand... thorns and reflection are kind of cracked.. .. ...

if you make a build dedicated to thorns/reflection that has good health then it good for tank like warrior (not 100% sure but yeah)

Thorns and reflection output 150% of the damage the user receives so it can be useful for any build

It's important to note that mobs generally have way more health and deal way less damage than players so whilst 150% of damage sounds like a lot, it really isn't.

It also does only 50% against players, which actually is a lot because players have high damage and low health.
