    UPDATE: Desint has been found near Garaheth's Portal by @Nocallia

    And that NPC is Desint. If you don't know, after The Breaking Point has been completed, all of the NPCs you've encountered before in the quest (except Maxie and Nodise) reappear on the map.

    Here is a list of all the NPCs (won't show dialogue) in the spoiler:
    New Taloka
    Ineos
    Iscor
    Chieftain Paku
    King Draani (Sometimes)

    Kandon-Beda
    General Elix (Found where he originally was)
    Rhay (By that library)
    Astal (By that library)

    Here is also a list of places that have been checked. Even if a location appears on this list, it wouldn't hurt to double check.
