    Well, sort of. The base attack speed of your weapon is used to find its base DPS, which is used in the damage calculation for spells (so that slow, high damage weapons aren't just better). + tier IDs don't do anything for spells (although there used to be a glitch where they did, which led to some pretty insane damage for some builds).

    exactly this, also I want to mention that powders added onto a fast attack speed weapon will have greater effect in spells than adding powders onto a slow attack speed weapon (you can guess why it affects base dps more)
