Low level items that seem like they should be more powerful

While looking through WynnAtlas, I noticed that some low level weapons have names and lore that make them seem like they should be much more powerful than they are. In turn, I've decided to list all of such pieces of gear.
(note: by "low level" I mean level 60 and below.)

It's the bow that will pierce the heavens

I feel like every bow is a galaxy piercer if you shoot it in space.

Interesting. I had both skin piercer and thunderbolt and I felt like they were pretty powerful for the levels they are at. It's not just because I am a legendary item fanboy (I admit I am). In fact, I wasn't as much of one before thunderbolt; it was the first one that had very clear separation from any alternative I was able to find.
At the other end of the spectrum is spectral slingshot. That doesn't sound very scary. It was the foundation of the first ridiculously powerful for the level builds I put together.

 

The original poster meant that these specific items seem as though they should be higher level.

 

Since he said they sounded like they should be more powerful than they are and didn't say anything abut them being higher level, I thought he meant they weren't as powerful as their name might indicate.

 

Not because of the name, but bad wolf's description makes it seem like it should be more than just a level 60 or so pair of boots

 

thunderbolt felt pretty powerful

 

Squidword's clarinet sounds like it should be a mythic level 105 op weapon that requires 100 skill points in every element with the lore: That isn't a clarinet, it's a weapon of great power.
