    this seems like a ws/atk spd damage item
    perhaps melee oriented due to what seems like to be positive air defense?
    could also be EA spell item, as we've been getting a bunch this update

    I'm not sure how it really works. I messed with it in game and I am unsure how it triggers. On paper you should get +24% per second with all 4 armors with A6 powders that then caps at 150% and resets when you get hit? I honestly am not sure but I am inclined to guess it isn't particularly practical.

    This feels like a huge nerf on poison dmg builds.

    The intention (no promises that it's working as intended rn but we'll get there) is that it charges x% per second while in range, doesn't decay (or, decays very very slowly when out of range), and if you get hit and agi doesn't proc it resets. this means that you can charge slowly (= 6ish total seconds with 4 a6a6 pieces) of darting in and out of range, with higher agi allowing you to play a bit riskier. it's way worse than 1.20 dodge, and that's on purpose, 1.20 dodge was just stupid free. we might continue to tweak to try and reach this intended purpose but yeah

    if my gear gives me +60% water damage then i do an attack that does 20k damage (without concentration), would the same attack then do 40k damage if i get a concentration damage bonus of 100%?

    also if i want to maintain a 100% concentration damage bonus, do i have to use 100 mana per second (2.0 mana system) if i have 4 armor pieces with 2 t6 water powders each?

    No and no, armor powder specials apply just like in 1.20 (as if they were the ele% ID), and each concentration stack operates on it's own, so realistically you need to use ~10 mana per second to stay capped out with 4 w6 pieces

    for mana usage, in order to maintain a 100% concentration bonus, do i need to use just 10 mana/sec (2.0 mana) or a rate of mana usage equal to 10 mana/sec (pre-2.0 mana)?

    and for concentration, if i have my bonus at 100%, is my total dmg bonus 100% + (water dmg% bonus from gear)?
