Mage/Dark Wizard Tierstack(fast hybrid?) singu with Leictreach and Slayer?

I see this kind of build a lot in tcc but I don't know the exact items... All I remember is there being Leictreach Makani, Slayer and Singularity in a single build. I'm guessing that it's either fast hybrid or tierstack.
