Can't Get Texture Pack to Work

I tried everything, yet I still can't figure out how to get the texture pack to load.
I enabled the resource pack in the menu, messed with folders, constantly clicked on the "yes" to install, and activated the pack when the game first loads.
Now I am not even getting the dialogue box at the start of the game.
Is there any way I can manually install this pack without doing it in-game? Anything at all? I am so lost and I really want to join my friends.
