Something weird is up with mobs spawning - how to troubleshoot?

Hi peeps,
Since the last 2 days, something weird has been up at my side.
I firstly want to disclaim that my experience may have been limited to myself, or can be chalked up to my own ignorance. I will try to describe it as accurately as possible. WALL OF TEXT WARNING!

Prior to this anomaly, I have completed the Ice Barrows Dungeon With my first quest key.
Due to my own stupidity, I managed to somehow die during the teleporting out phase.
When I respawned, I had no body, as in totally invisible. It took me quite some relog's and /kills to finally be able to return to land of the mortals.

This is when the acting-up starterd. I started collecting info about possible area's to scout for the Ice Barrows Key guardians. And my experience with the previous encounters was that these mobs are rare, no doubt, but it should take between 15 to 30 minutes of scouting the general spawning area, and finding about 1-2 guardians, this was a very consistent behavior with all the prior dungeon's so far.

So what is happening for me right now?
I am now about 6.5 hours in scouting this area. with zero luck. The guardians are just plainly refusing to spawn in. This itself could also be chalked up to bad luck. but as I started culling some mobs as opposed to just run around on my horse. The mobs also spawn in quite in a weird fashion. I have to clear an area and move around before any new mobs spawn in. so if i stand still, and clear my general vicinity, the mobs dont quite spawn in and swarm as they did basically the last few weeks I started to play. This all started happening after my last dungeon run.

To top it off, a simple server switch or log off/on seems to fix it for a while, until suddenly it just kinda slides back to this behaviour. It doesnt bother me as much as i move around a lot to notice it anyway, but the guardians not spawning does worry me frankly, I went back to previous zones, like sandswept, and it also happens there as well, My brother, who did some reference farming together with me, managed to farm 4 guardians in under an hour of just running in a small circle. He also never encountered this 'mobs not respawning correctly' issue.

Any advice/help/further troubleshooting would be very helpful!

rare mobs spawn at specific coords, you probably know this but just sanity checking. if you didn't already, try following your brother's route
