I really like Tasim and Lucio but I feel like both of them should've gotten more lore and use out of them. Maybe Lucio could have a sidequest earlier on in the game dedicated to him just like how they did with Elphaba, and there also might be the possibility that they're planning on using Tasim for some of the Fruma quests when that update comes out.

Honestly? All of them. Or rather, most "major" characters (characters that appear multiple times in a questline, examples including Amadel, Axelus, etc) really struggle with developing in their questlines due to the way Wynncraft operates as a whole, especially with how the player is as a character. Most of the time, such characters are either incredibly rushed (Lari), have little opportunity to explore their personality (Axelus) or sometimes even feel just thrown in (Elphaba and Amadel). I think a lot of these issues stem from quest gameplay as a whole, as it's difficult to incorporate such characters and shift focus towards them when a primary focus of quest design is to give the player opportunities to participate as well. You can't exactly shift the story to an NPC's perspective constantly, or else it ends up feeling like you're just watching a movie (Realm of Light III). Speaking of which... the player. I'm gonna be honest, I don't like the player, at least, from a writing perspective. It's cool that you're a sort of "blank slate" and isn't another generic chosen one story. The problem arises when the player is so actively devoid of emotion, and you never feel like you ever actually change or develop. How do you have meaningful interactions with NPCs if you have no personality?

Although, there are a couple characters I do think are done quite nicely. Theorick, Dullahan (although his story is currently left ambiguous), and Maxie. We see Theorick's story, his interactions with others and how his actions quite literally changed the landscape around him. Dullahan we are quite literally forced to see his entire story, and Maxie is one of the few characters that gets actually any meaningful development throughout their questline. I don't hate Wynn characters at all, but I don't think they're done quite enough justice sometimes.

Going off what nip_nop said above, I think the player could get a lot more focus in the Fruma update or any other quest that delves into their past. We still know next to nothing about who we the player are within the world of Wynncraft other than "Ragni recruit from Fruma". You never explore much of the player's personality other than their nation-wide trail of bodies, silent demeanor, and their thoughts in a few instances. The few times we have some kind of character from the player in some form are their soul in PoNR, their thoughts fighting the Panic Zealot (could be invoked) and I don't see it difficult to interpret the dialogue of FP to be the player recapping their plan moments before their escape. I'd consider their shadow fight in RoL5 as an interaction, but I wouldn't say that its the actual player, rather a figure that resembles the player (should they use the right skin). I think the player could be explored more in Fruma where they could learn more about who they were before getting sent to Wynn and maybe have their background change depending on the player's class. Personally, I'd like to see the player fight an actual mirror match against an enemy with their skills and skin as means of confronting their own past, guilt, or alternate version of themselves and see how they develop or, with that dialogue system from the Spirit Festival event, determine how they do so.

Besides the player, maybe Hashr and Garoth.

    ...

I honestly forget these people exist.

Like Theorick, Hashr's backstory is only seen through the quest to unlock SST and the Secret discoveries. The reason why I remember Theo more is because we get to see how he acts at various points in history and see that while he isn't exactly a good person, he will still attempt to protect. All what I remember when I think of Hashr is how he usurped his father, promptly caused a sandstorm that buried their kingdom and retreated to some Ruins and developed his fursona there. We only see the first point and a part of the third. Granted this is a man who travelled outside the desert and probably spent most of his time there, but I still see it possible for a few quests to focus on him so we can know him better.

I don't think I need to explain Garoth, other than man gets shoved into portal, gets corrupted, leaves, creates dungeon in floor, turns Creepers into mythical creatures, either resurrects or creates the entire dinosaur and lizard population of Wynn, and develops a Scalesona. Again, this is a dungeon boss, but at least with Theo and Hashr, they have more than just the quest to enter a dungeon. Garoth has been used only once, and could have items, quests, or a discovery of some kind that relates to him to give him more of a character.

The Well Witch from Maltics Well. Imagine if we have a whole quest, or a discovery explaining how she was treated by the villagers at Maltic, how she discovered the cave, something something like that.

I really think some sort of MSQ could really remedy this. Without turning this into a post in general suggestions, a main quest chain that really ties all of Wynn's lore and storytelling together can truly give a lot of the returning characters some much-needed light and attention. Imagine how much more impact the Silent Expanse quests could have if we got to know those characters throughout the course of playing the game.
